In 1982 Mr. Flores became a National Representative for AFGE 10th District. As a National Representative Mr. Flores was elected as the Executive Vice President of the Federation of National Representatives, CWA Local 2385. In that capacity he served on the Negotiating Team for (6) six years; major responsibilities included: negotiating wages and conditions of employment for National Representatives and Organizers. Mr. Flores also served on the Partnership Committee and was liaison between AFGE Headquarters and the Federation of National Representatives. Other valuable work experience would include: Unfair Labor Practices, Basic and Advanced Arbitration, Basic and Advanced Stewards Training, Collective Bargaining, Civil Service Reform Act, Merit Systems Protection Board Rules and Appeals Procedures, just to name a few. Mr. Flores also developed a Course of Study Manual regarding Brief Writing used at Local, District, and Multi-District Levels to provide training to AFGE Representatives. Mr. Flores held his Representative position for a total of (14) fourteen years. Mr. Flores earned a B.A. degree in Business Administration, with a minor in Economics from Sul Ross State University, Alpine, Texas; as well as an Associate of Arts Degree from Southwest Texas State Junior College, Uvalde, Texas. Mr. Flores’ expertise awarded him the opportunity to become a visiting Professor at Loyola University, New Orleans, LA; Continuing Education Labor Law Courses. In 1996 Mr. Flores was elected as the National Vice President for District 10 and currently serves in that position today. District 10 encompasses the following states: Texas, Louisiana, Mississippi, New Mexico, and Panama. As National Vice President, Mr. Flores oversees all organizational work in his District to include assisting 167 locals in negotiations and the implementation of contracts, grievances and arbitrations. |
